Nació en Toledo Norte de Santander Inicio sus estudios musicales en su pueblo natal con los Maestros Pedro Pabón y Manuel Montañés quienes lo animaron a estudiar la música formalmente. Años mas tarde ingresa al Conservatorio de Música de la Universidad Nacional de Colombia de Bogotá y toma Saxofón con el Maestro Luís Becerra, a la vez recibe clases particulares con los Maestros Alonso Bautista y Luís Eduardo Aguilar destacados Saxofonista quienes influenciaron en el gusto por el Jazz y la Música Clásica.

Años despues llega a Bucaramanga e ingresa al conservatorio de música del Departamento. DICAS donde estudia Armonía con el Maestro Leonardo Gómez Silva y Flauta Traversa con el Maestro Carlos Serrano.En 1985 viaja a Bogotá con el fin de continuar sus estudios de música e ingresa a la Orquesta Sinfónica Juvenil de Colombia y estudia Flauta con los Maestros Jaime Moreno y Fabio Londoño; Regresa A Bucaramanga en 1986 y se vincula a la Banda Sinfónica del Dpto de Santander como Flautista y más tarde como Saxofonista Tenor durante 13 años; Fue docente de la Universidad Industrial de Santander, Escuela Dptal de Música, Batuta Santander y diferentes Instituciones Educativas de Bucaramanga.

Inicia su actividad como solista de jazz en el año 2000 después de haber sido fundador y director de los grupos Oasis Bolero Jazz, Cuarto Creciente Jazz Ensamble y Caleidoscopio Jazz, con el fin de estudiar, preservar y difundir este genero universal como lo es el JAZZ. También alterna su actividad Musical como Docente de Saxofón y Flauta Traversa. En el 2004 participa en el 8º taller Nacional de Jazz del Centro de Orientación Musical Cristancho Bogotá dictado por los maestros Iñaki Sandoval y Gabriel Ardebol Maestros del Conservatorio L’ Aula – Barcelona España en convenio con Berklee School Music. I Congreso Nacional de Música – Bogotá 2009

Tomando los elementos del jazz se busca una identidad a través de sus composiciones e interpretaciones en este género musical universal.
Dentro de su estilo se fusionan diferentes ritmos que van desde el Blues, el Swing, el Latín Jazz, la Bossa Nova, la Samba y las composiciones propias.

Como director y fundador del grupo Caleidoscopio Jazz Ha participado en el

"ParqueArte" Programas Culturales Alcaldía de Bucaramanga.

Fue invitado por el BANCO DE LA REPUBLICA a participar del I festival de latín Jazz una versión joven en las ciudades de Valledupar auditorio ADUCESAR, Riohacha centro de convenciones ANAS MAI, Santa Marta auditorio CAJAMAG, San Andrés isla CASA DE LA CULTURA DEL MAR, Barranquilla teatro AMIRA DE LA ROSA, IV festival de música San José de Cúcuta Auditorio BANCO DE LA REPUBLICA, También participo en el III Festival de Universitario de jazz de Bogotá Auditorio Colsubsidio, IX Festival de Blues y Jazz Libélula 2006 Bogotá. Festival Urbano Artes Vivas Fus2008 Bogotá D.C.

Oscar Serrano se ha presentado en los principales escenarios culturales de la ciudad de Bucaramanga como el Auditorio de la Biblioteca Publica Municipal Gabriel Turbay, el Teatro Coliseo Peralta, la Concha Acústica, el Auditorio Luís A. Calvo de la Universidad Industrial de Santander, el Auditorio de la Universidad Santo Tomas de Aquino, el Auditorio de la Universidad Autónoma de Bucaramanga, el Auditorio de la Universidad Cooperativa de Colombia y el Auditorio de la Cámara de Comercio. En Bogotá se ha presentado en los principales Clubes Sociales y Hoteles en Actividades Culturales.

Oscar Serrano abre una ventana a la imaginación sonora en la cultura nacional e internacional.

Born in Toledo, Norte de Santander began his musical studies in his hometown with the Masters Pedro Pabón and Manuel Montanes who encouraged him to study music formally. Years later at the Conservatory of Music, National University of Colombia in Bogotá and taking saxophone with Master Luis Becerra, while receiving private lessons with Teachers Bautista Alonso and Luis Eduardo Aguilar leading saxophonist who influenced the taste for Jazz and classical music.

Years later to Bucaramanga and enter the music conservatory of the Department. Harmony DICAS where he studied with Maestro Leonardo Gómez Silva and Flute with Master Carlos Serrano.En 1985 and traveled to Bogota to continue his musical studies and entered the Youth Symphonic Orchestra of Colombia and studied flute with Teachers Jaime Moreno and Fabio Londoño Regresa A Bucaramanga in 1986 and is linked to the Symphonic Band Flutist Dept of Santander and later as tenor saxophonist for 13 years, was a teacher at the Industrial University of Santander, DPTAL School of Music, Baton Santander and different Educational Institutions Bucaramanga.

Launched its activities as a jazz soloist in 2000 after founder and director of Jazz Bolero Oasis groups, Waning Moon Kaleidoscope Jazz Ensemble and Jazz, with a view to exploring, preserving and disseminating this universal genre like the JAZZ . Musical activity also alternated as Professor of Saxophone and Flute. In 2004 participates in the 8th National Jazz Workshop Center Orientation Cristancho Musical Bogota teachers dictated by Iñaki Sandoval and Gabriel L Ardebol Conservatory Teachers' Classroom - Barcelona Spain in partnership with Berklee School Music. Taking elements of jazz for an identity through his compositions and interpretations in this universal genre.
